A simple way to keep a survival kit of sorts safe, dry, and even boyant is to gather up the items first. Then, get an old, but in reasonable condition, bicycle inner tube. Cut a section out of the tube about a foot and a half long. tie off one end with a simple over hand knot and pull it tight.
Now you are ready to fill it with the items. Once you are finished, tie off the open end with an over hand knot. Cut off the excess part of the tube. Now you have a great way to keep tinder dry, a small multi-tool from rusting, fire starting materials, and what ever else you want to put in it.
Also, if you have to start a fire, cut a ring from the inner tube and place it like a cup on a piece of wood. cut another ring off and section it into strips. Pile other tinder, (pocket lint or what ever) in the cup you have made. This will make things much easier to start a fire with a striker. The rubber will burn long and hot.
You can also use the rest of the inner tube for cordage to do any number of tasks with in the wilderness.
