Accuracy of High Power Rifles-Are the high power rifles such as the .25-36 and .30-30 as accurate at short range as the .22 caliber?

In general, yes, but there is a difference in the accuracy of the various high powers. The .25-36 and .30-30 are exceptionally accurate and the full charges are equal to the .22 long rifle, at short range. However, if you go to experimenting with short range charges you are likely to strike some combinations that will not do very fine work.
